    Intrafamilial Transfers AR lowers

    Hello fellow Calgunners,

I had a few quick question that maybe you guys can help me answer. Im not sure if this has already been discussed before, but due to 2017 near us, I believe this would be appropriate for other calgunners to know.

    Question:
    1. Is it possible for someone to transfer (AR lowers) to their 21 year old son or grandson?

    2. How many lowers they are able to transfer?

    3. Using the BF4544A intrafamilial form, what barrel should one put since this is just a frame?

    4. Given that the son or grandson is NOT considered in the prohibited category, would a 10 day background check still be enforced through intrafamilial transfer?

    5. Lastly, if the son or grandson acquires the firearm (AR lower) from the father or grandfather before January 1, 2017, but the intrafamilial forms are not received until after January 1, 2017, will the son or grandson still be permitted to register those lowers as AWs before 2018 next year?

    1. Yes
    2. As many as you want.
    3. Someone who has done it will be along.
    4. Not if both father and son or grandson are all CA residents.
    5. From what I understand as soon as they are given the transfer is complete but I always wondered about the paperwork.

You can actually process these online now through the California reporting information system. They have a tab for lower only I believe.

I think this all looks correct but using the online means it's submitted instantly which should take care of time constraints.

Thanks wade1234. Would you be able to give the URL for that tab?

It is important that the person receiving the transfer is the one that fills out the paperwork as they are the owner.

The only downside to that online system is it looks like you are restricted to 1 item per report, versus mailed in version allows 3. Or at least on apparent. Entry page inplies you can do these in series for a single fee.

I went ahead and PPT three lowers to my son, I was just afraid that later he'd be arguing with the state he actually possessed them prior to 2017 if he registers his builds as RAW's. Yes we get a receipt instantly saying we paid for the online transfer, but with a PPT there was no doubt it would process prior to the first, and the warm and fuzzy feeling of knowing that was worth the extra $16.

That being said, my daughter failed to go get her FSC in time for us to PPT her some lowers out of my stash, si if she doesn't get it done on the 21st, I'll transfer her some lowers on line prior to the first and hope for the best.

My son did transfer a pistol to me last week and I processed it online, I have a payment receipt, but we'll see what date the confirmation letter states it was processed.

Since this is a similar topic, has it been established that the upcoming AW registration will allow for husband/wife dual registration?

Sounds sketchy, but to each his own....
"It is currently CA legal to modify a double-action revolver into a single-action revolver and modify a single-action revolver into a double-action revolver.

CA DOJ BOF stance on modifying handguns only applies to dimensionally compliant bolt-action single-shot pistols and dimensionally compliant break-open single-shot pistols.
^It does not apply to revolvers, manually operated repeating pistols, and semi-auto pistols." ~~ Quiet

                              No.

Existing law says it's supposed to be possible; we need to see if the new web-application 'remembers'.
