Shipping AR back to manufacturer and the new law

I have a buddy that needs to send his AR back to the manufacturer due to an issue with the rifle. Turners peeps says if he doesn't get it back before the end of the year he won't be able to get it back due to new laws. I think this is FUD but wanted to get some insight from the Cal Gunners pros. if he owns it now what does it matter that he's sends it in for repairs?

Depends on if they replace the lower or not. If not replacing the lower then he should keep that portion of it if possible. More detailed are needed on what repairs?

Imagine losing your rifle due to laws over a faulty BCG.

The problems on an ar15 are usually with the upper, or maybe the BCG or buffer. Its possible the lower could be out of spec, but usually that's one of the last things to suspect. So you can send he upper with the bcg to them still. Or have someone put the upper on another ar and see how it acts.
