    zastava m77 threaded barrel 308

So the M77 comes with a tack welded thread protector on the barrel. Why? Is it legal to remove and add a muzzle brake? Does the brake need to be pinned? Or can i add a plunger and pin like other ak's?
    thanks

If it has a threaded barrel that might qualify as non-sporting so you can't have >10 foreign made parts (off the list of parts).
