    Do I still need to register them? Hopefully not :-)

          That makes no sense. The lower receiver is the registered part, you know, the part where the pistol grip, detachable magazine and adjustable stock all go.

            Technically if you had nothing but a lower with no intention of putting an upper on it, then no you would not have to register them as assault weapons.

            You could still assemble them as a featureless rifle down the line. You just can't decide to make them an "assault weapon" after 1/1/17.
