Will stripped lowers be eligible for ppt after 2017?

As the title states: since stripped lowers are classier as multi caliber, will they still be eligible for ppt after 2017 and be build as ar15 by whoever that purchase them?

Yes. There are no "evil features" preventing them from PPT.

Edit: Buying a stripped lower will be legal in 2017, but if built into a rifle after 2017, it must comply with the magazine lock law requiring the action to be separated in order to remove the magazine, or it must be featureless, otherwise you will be manufacturing an assault weapon.

Yes and CA FFL dealers will still be selling them.

Post 12-31-2016, a receiver can be used to legally make the following:
      A. Manually operated shotgun.
      B. Semi-auto shotgun with a fixed magazine, which can not be removed without disassembling the firearm's action.
      C. Rimfire rifle.
      D. Manually operated centerfire rifle.
      E. Semi-auto centerfire rifle without any restricted features.
      F. Semi-auto centerfire rifle with a fixed 10 round magazine, which can not be removed without disassembling the firearm's action.

Quiet, are you sure the shotgun would need a truly fixed magazine?
30515. (a) Notwithstanding Section 30510, “assault weapon” also means any of the following:
        (1) A semiautomatic, centerfire rifle that does not have a fixed magazine but has any one of the following:
        ...
        (4) A semiautomatic pistol that does not have a fixed magazine but has any one of the following:
        ...
        (7) A semiautomatic shotgun that has the ability to accept a detachable magazine.
Or did they change the definition of detachable as well as making fixed required for rifles and pistols?

Thanks for the information guys. California politicians are really annoying! I have about 6 stripped lowers and definitely will not complete building all 6 by the end of the year to make it into ARs. Maybe 2 at max. So should I be better off just selling the other 4 lowers to others by the end of the year? I'm not sure if I would be planning on building any center fire rifles or going the featureless route!

I would atleast keep an extra 1-2 since you already have them then help a newbie get into the sport.

It really depends on how you read it. If at one point in the time they had (and needed) a BB it seems reasonable to register.
