ruger mini 14 -banned???

I'm a little confused. Will the ruger mini 14 be on the ban list? Will it be considered an assault weapon because it is semi auto and doesn't have a fixed magazine? Will an owner have to register it as an assault weapon?
A friend of mine sent me this link, it was published in 2015 and says mini 14 will be banned but I'm not sure if this is the same ban as the current ban.
