Yugo M53 Parts kit?

I have a chance to get my hands on a Yugo M53 complete parts kit, less receiver is really good condition. Problem is, I dont know anything about these really. Can it even be built legally in CA? Is belt fed a bad no no? Are complete receivers available? What about 80%?
