    Where to finish an 80% lower in the bay area

    Hello calguns,

    I have a couple of 80% lowers that I am looking to finish, but do not have the tools. Is there any place in the bay area that I can go to where they will help?

    build parties are illegal. you have to have your own tools to finish them yourself

          You can go to harbor freight and 80% Arms. Its worth the initial investment. My first couple were ugly but functional and Ive done more than I initially planned on.

            I would highly recommend a router based jig, like the www.80percentarms.com ezjig or the www.modulusarms.com jig.

            and a cheap router, like a porter-cable.

            Its near impossible to screw up, just takes a couple hours per lower.

              That's not what ATF ruling 2015-1 says.

              Held further, a business (including an association or society) may not avoid the manufacturing license, marking, and recordkeeping requirements of the GCA by allowing persons to perform manufac turing processes on blanks or incomplete firearms (including frames or receivers) using machinery, tools, or equipment under its dominion and control where that business controls access to, and use of, such machinery, tools, or equipment.
              That means a business cannot allow you to use their tools or equipment to work on receivers, whether you pay for the privilege or do it as an employee after normal business hours.

              However, ruling 2015-1 is silent on what private individuals may do.

              As a non-lawyer I'd argue that charging money for tool use is out because it makes you a business. Letting an acquaintance use your personally owned tools for free is OK because you're neither a business nor making a business out of it.

              Barter is a grey area. Allowing access to your machines in exchange for auto mechanic/accounting/plumbing services would generate taxable income which makes it a business.

              Tool exchange among hobbyists is within my comfort zone - you can use my chucking reamers, clamping pads, and buffer tap if I can use your DRO equipped vertical mill.

                        Your lack of involvement in the gun rights movement has lead to no person being able to legally help you. If you donate to the NRA, CRPA etc that might change.

                          I have what's needed to finish 80% lowers. I was going to buy several 80% a few weeks ago, but now with the "ghost gun serializing" I'm not sure it's worth it to me any longer.

                          The one thought I had if "we" worked on "our" lowers...what if a scratch, or mis-maching occurs? Now there might be responsibility for buying a replacement 80% lower.

                            The point of an 80% homebuild is that you do the other 20% yourself.
