What makes a mini 14 #5819 or #5848 illegal in california? Also is a LEO allowed to buy in its configuration, over heard people say yes and some say no because of the flash hider.

IIRC it's the flash hider. Believe it or not, LEOs are subject to the same laws as all the other 2nd class citizenry of CA. You'll have to go to your department and have them approve it before you can get it. -
