Is this our best option for being able to tactical reload?

No, best option is going featureless.

Take a class, then practice what you learn...

        Repeat.....

No one thinks it is the gear....when a QB throws the ball....

No one thinks it is the gear... when a soccer player scores a goal....

No one thinks it is the gear... When Isaac Newton did his thing...

        TRAIN
Rule 1- ALL GUNS ARE ALWAYS LOADED

Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)

Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET

Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT

I don't understand what you mean. From that chart, I either have to put a MonsterMan grip or use a Radlock, Prince50, etc. and to be compliant they have to be locked with the tool in the State of Ca, which defeats the purpose of tactical reload.

You aren't reading the flow chart correctly then. If you don't have a pistol grip, flash hider, vertical forward grip, or telescoping stock, you can have a regular magazine release and any magazine capacity you want.

I think I'd rather train with the bullet button on the left side of the lower and a bullet button tool on a magazine than loose a grip or telescoping stock.

Tactical reload? Emergency reload? Speed reload? More like slow reload.

Reloads in Cali suck. I went featureless. So much better.

OK, but that's a choice. You can go the other direction and use a standard magazine release.

That being said, the UBML is a fine piece of equipment from a solid vendor, and (to my knowledge) it's the only way to install a locked magazine release on the left side of an AR.

Well then you kind of answered your own question then, didn't you?

I guess so, but I wouldn't have been able to answer it without all the your help

If that's your choice then go with it, personally I am not changing the length of my stock constantly, so pinning it at a comfortable position was pretty obvious to be, and a grip fin is hardly losing anything, it is pretty darn comfortable.

I forgot about that crap they have in CA. What is it a bullet button or something? How does that work?

I assume the vatos in the la area dont have those on their guns?
