That memo to Sac PD is essentially "educating" them on what a bullet button is.
The bullet button or similar device is probably the single most important piece that CA residents must have installed in order for their rifles to remain within the law (assuming they want to have the other evil features installed).

SD is a great place to live and SoCal as a whole is ok. I'm not sure what you're asking but if you have an off list AR type rifle you just need a bullet button and you are ok to move to CA. Hope that helps and welcome to calguns.
