        what confuses me is the little foam pad on ar-pistol buffertubes how is that not a buttstock

          I beleive the pad is more for your face than for your shoulder. although there is nothing stopping you from putting it on your shoulder.

          hmm.. If you did put it on your shoulder would that make it illegal?

                  It would indeed be nice if we could have a PS90 the way it is meant to be as opposed to having to have a longer barrel and screw with it in other ways

                    The foam on AR pistol buffer tubes only wraps around the edges - not the rear most facing face of the extension tube. They are padding/protection for your face or side, depending on where you are shooting it from. It could also be argued that it's to damped the spoing noise of the buffer.

                    If you put ANYTHING on the rear face, outside of a sling swivel, and that includes a strip of foam, you have now put a stock on it and it becomes an SBR. That's why the foam is always sold in sleeve form, not in sock form. Nothing should cover the rear face of the buffer tube on AR pistols.

                      If you look into how the ps90 internals work, the stock is part of the operational mechinism of the rifle, same as the ar pistol. It is possible to have a ps90 pistol, just write FN and ask them to manufacture it and stamped as pistol. problem solved.
