Are Armalite, RRA, Colt, etc. UPPER ASSEMBLIES counted as On List? Or does it only pertain to the lowers? I am leaning towards only having to do with the lowers but for some reason my brain is not clicking on all cylinders so I wanted to ask before making a buy.
