        Maybe get a Remington 700?

        Lefthand 700p's go pretty cheap.
        I just passed one up for $500 a few weeks ago.
        That's a complete gun, with HS stock.

                I've seen used Mcmillans on the hide go for as little as $350(A3 with no cheekrest) depending on the model.

                  Figure out what height it needs to be and then drill the holes in the kydex.

                  Completely custom fitted to the shooter so there's no need for adjustments which could come loose...
