Mother of my wife brought the rifle from Texas and says she can give it to her daughter with nothing except for report of operation is this true? She leaves back to Texas tonight, thanks.

No, it needs to go through an ffl01 for an interfamiliar transfer, unless of course your wife has an ffl 03 and a state COE. All normal fees for a PPT will apply except for sales tax.
