Theoretically the action is perfectly round and straight.

Theoretically the chassis is machined perfectly straight and the recoil lug shoulder lines up perfectly.

Theoretically the chassis system will eliminate the necessity of bedding the action.

Reality M700 actions are usually slightly banana shaped.

Reality the recoil should doesn't quite line up and there is a tiny gap.

Reality is the chassis works most of the time but sometimes benefit from a skim bed.
      Luck favors the prepared.

The original battle plan did not survive initial contact with the enemy.

I agree, a skim coat will ensure absolute consistent contact of the receiver which is usually out of round and or different diameters end to end.

Your trying to squeeze maximum accuracy out of your rifle by putting it in this chassis, eliminate ALL possible accuracy issues by skim bedding.
