Buy TPS TSR 30mm or 34mm rings from Brownells, and a TPS 20MOA base from midway. There stuff is top notch!
Scope wise rock a HDMR 3.5-21 or SWFA SS 5-20, both are 1200 ish or less. You can buy used to save some coin. I wouldn't buy anything else except those scopes until you jump up to 2k plus range.Comment

Seems to me that the OP is in a phase that doesn't require:
NF-class scopes, a new stock, or any top shelf or experienced shooters apparatus.
Seems like he/she purchased a nice gun (I'm a Tikka fan myself). Get some Warne-priced rings, a $500-$800 scope (Vortex, Nikon Leupold), buy some plinking-grade ammo and start shooting.
After 500-750 rounds, watching and speaking with others at the range, and finding what aspects of this gun intrigue you, you'll know what to do.

I remember back when you could get it for $18 a box. Nowadays I can't seem to see it under $30.
As for my two cents, I did almost exactly the same thing by getting an SPS Tactical 20" 308. I put it in a B&C Tactical medalist stock ($235) with a stupid expensive Nightforce NXS 3.5-15x ($1600), NF picatinny base mount ($100) and Burris XT rings ($60).
I also have a Viper PST 4-16x FFP and it is completely adaquate. However, seeing them side by side does open my eyes a bit to the value I'm getting out of the NF.
Now, I am not the best shot by any means. Just a hobbyist who enjoys it.

Your 4-16 FFP Vortex PST looks BETTER than mine... poor edge detail and a bit hazy across the image at max mag. I honestly thought there was something wrong with my scope but apparently its normal.
I eventually ended up selling the scope and replaced it with the 6-24x FFP model which was MUCH better. Looks a lot more like your NF scope. I also have a few other PST optics and for some reason the 4-16x model just doesn't have much in common with the rest of the PST line from an optical standpoint.
I also dumped my NF NSX 5.5-22x50 scope after getting a SWFA 5-20.ExtremeXComment

I think I am going with a Vortex 6-24 FFP.
I can get one for what I feel is a good price.
Now on to rings. I started looking but again so many options. I understand the quality part. But high low this that. I got a little confused and overwhelmed again.
Suggestions on what to look for and what does what?
