Advice on refinishing a old rifle

I took a old 22 cal rifle from a friend at work. Its been in his family for a while. I was going to clean it for him. This person has done a lot for me in the past, when I was new. So I wanted to first lightly sand the stock and put on some kind of wood finish on it. And then I was going to maybe put some gun Bluing on the barrel.
    The rifle is a J C Higgins Model 103.18 22 Cal
I am not a expert at finishing.
I was thinking of lightly rubbing the barrel with steel wool and applying some bluing.
Not sure what to add to the stock, any suggestions on products and how to finish the rifle would be appreciated.

Also anyone with information on the rifle would be appreciated also

    Thank you

Might want to also post in the C&R section, those guys answer this question very well all the time.
"These surplus guns are cool not because they go Pew, but because where and when they have Pew'd"

Chemical stripper on the stock, then Birchwood Casey Tru-oil.
How does the action and the barrel look now? Without looking; I'd also recommend a Birchwood Casey product..
