Can civilians (in California) purchase, own, and use the Savage Arms 110 FCP-HS Precision (in .300 Win Mag or .308) or is this model only for LEO?

Puts a burr under my saddle when police refer to us citizens as civilians. Unless they are members of the US Armed Forces, they are civilians too. For too many of them the line is blurry.
