My 30-06 load with a sufficiently long barrel will find best accuracy around 2850 fps. You would naturally get less velocity with a shorter barrel but still be above your 2650 threshold and exceed your accuracy criteria as well.
As to concrete bench weight I don't know the weight and don't carry one hunting either. I don't know the weight of a shooting stand and I don't know the weight of a shooting blind either. If I was hunting in a state that allowed them I would follow there traditions and methodology without bringing my scale.
I hunted whitetail in Canada from a manmade hut with a propane heater and a box lunch neither where weighed. I hunted roe deer in germany with a 16 gauge shotgun and made a 80 yard shot which is 30 yards further than most germans will shoot at night in snow. Nothing was weighed.
If the situation allows for a portable bench I use it as it's an aide to accuracy. If it doesn't I pack my rifle and use a sling as well. I have only used 5-7 hunting rifles under 10 pounds in 46 years of hunting.
I also use a pie pan as an accuracy guide so 1000+ yards is not a problem for me as the groups recorded where shot over 3 days at different times of the day for 30 shots.
My long-range deer rifles have more energy at the distance I am shooting than is listed by any of the hunting magazines list and in California we don't hunt whitetails.
I have shot alongside many F-Class shooters including those from the national team and most of there rifles shot extremely small groups.
I also think there rifles weigh around 22 pounds so they are too heavy for Benchrest shooting.
