Not familiar with the 464. I'd call Mossberg. Is this a new rifle?

If you are trying to slowly cycle the action then that may be the issue. The action needs to be worked quickly.

Throw the lever all the way forward and then back with a quick but smooth action.

Getting some gun grease on the moving parts will also help.

Get Mossberg on the phone. I have had to send guns back in the past and they have been great about it.

Take it apart and have a look at all the pieces. You might even have a missing screw.
Best check with any YouTube tutorials...

              Missing or loose....

Check all of them to make sure they snug, some could be too tight.
It takes a lot of balls to play golf the way I do.

Be sure the locking lug and the area around it are clean. Marlins will do the same thing if the lug is "gummy".

Something must have come lose or stuck in there.

Don't take it apart unless you're mechanically inclined because just like the winchester 94 it's not an easy gun to put back together. Look inside there to see what's causing it to catch. If you can't ID the issue I recommend contacting mossberg.

I have a 464 and it's action is butter smooth and mine has been absolutely reliable.

I hope you get it figured out.

                  Good luck!
