Actually, the problem with most chassis is that they do not support the tang of a 700 receiver and therefore the tang gets bent as the rear action screw is tightened.
This puts the whole receiver into a slight banana shape.
As the reciever is going from straight to banana, the barrel acts as a pointer and starts deflecting because the barrel is anchored to the front of the reciever.
