Don't mind me, I spent 6 1/2 hours yesterday at the LB DMV renewing my CDL with all kinds of endorsements and tests. Between the employees loosing my ticket-reference number and some other issues, I had way too much time on my hands to observe the wide and vast assortment of "people" who were in there too. Some of the conversations were a little loud and almost unbelievable.

Are you talking about scope caps that have the bands between the front and back cap?



If so, those are to protect the glass in storage/transit.
You remove them before you use the scope.
There are other types that have see-through caps that you can leave in place, but the image quality is diminished.

Butler Creek used to make those.

Awh man, don't mess with the new guy.

The rubber bands are there as back up in case the screws holding the scope mounts get lost or come loose. Doesn't anyone watch television anymore? That is where all the good intel is these days.
