Ruger gunsight scout .308, sticking bolt

I have a Ruger scout in .308. Bought it new. Since day one it had a sticking bolt with factory or reloads but I didn't mind. After 40 or so rounds when it gets warm it real noticeable.
I bought a rem700 in .308 with skinny barrel and that's when I noticed a difference in operation. Especially after re barrel and truing 700 action.
Is it possible to smooth out Ruger scout to get close to rem700 bolt and trigger feel?

If you have a safety on your bolt shroud, it's unlikely that it could be tuned up to match a tuned 700's action feel and still have the safety function.
700's use a trigger mounted safety which leave more ability to tune the striker travel for optimum action operation.

Barrel, sight and trigger work on most pistols and shotguns.
    Most work performed while-you-wait.

Send that RGSR back to the factory pronto. I suspect that it has some headspace issue that needs to be corrected.
