TROY .308 PAR malfunction?

I recently got a troy PAR .308. The short stroke of the pump action is causing the bullet to not feed correctly. Its not firing at all. I was able to get the pump action to fully engage so I was able to fire. But I can't seem to do this consistently. Anyone have this issue with the Troy rifle?
Any suggestions on how to fix the problem.

It's a Troy product. Lube it with the blood of Vicki Weaver and call it good.
