There is little to argue with this.
I took a M38 and scoped it for those days I HAD to be out hunting in weather and conditions not with standing.

Chopped up Bubba special Arisaka 7.7x58mm Type 99. Can't hurt the price. No matter what you do to it, will likely be an improvement if you have any skills at all (?).

The reasons I say Arisaka are many. They are cheap in the back of most store racks. They are even somewhat cheap on GB ... They are THE easiest rifle to field strip including the bolt. You can have one in pieces in less than it takes to write this ... Chrome bores clean pretty easy.

They hit as hard as a 308/06 and ammo is not hard to get (Graf & Sons). They are light and tough. The safety is ugly, but big and it's workable with gloves. Spare parts all over eBay if you need some. Weaver #24 bases fit the receivers so scope or optic mounting is not an issue. You can buy a turned down bubba bolt body cheaper on eBay than a mil-spec one.

The stocks are short LOP for the Japanese Soldier of the day, but that just means putting a 1"+ Pachmayer shotgun pad on the butt. When you get it, strip the finish and flood the sock with CPES until it won't take any more. Then 1/2 dozen coats of Min-Wax Polyshades Satin (the first goes on while the CPES is still tacky) and you have an all weather finish that will take a beating and touch-up easy.

John Deere Muffler Black paint to stop any rust and it'll clean up and touch up easy enough.

The original sling mounts are on the stock side opposite the bolt handle so the carry over you shoulder easy enough. Depending on how long you make the barrel, they can easily be carried muzzle up or down. Old split 12ga hull and a rubber band will make a muzzle cover to keep the rain and debris out.

The chambers were reamed oversized at the factory/arsenal so they swallow muddy, wet, corroded ammo like nobodies business

What else do you need in a mud gun ...

I use composite A-Bolts in rain and snow.

You can find a modern bolt action for under $300 on sale.
Get a decent scope for around 100$ like a Nikon and you're set.
                      I hate shooting my mosin.
All of them do something better than the 30-06, but none of them do everything as well.

Yea for every objective reason Mosins are not good rifles. Not even price wise any more. You could say something when they were $80 rifles, but now you are looking at near $300. $300 will get you a modern bolt gun capable of 1moa.
