as much as i understand yes. But i can be wrong
        here it is:
        (b) As used in subdivision (a) of Section 30305 and in Section 30306, “ammunition” includes, but is not limited to, any bullet, cartridge, magazine, clip, speed loader, autoloader, or projectile capable of being fired from a firearm with a deadly consequence. “Ammunition” does not include blanks.

Doesn't it mean that projectile means ammunition and will be prohibited as well?

30305 and 30306 address 'prohibited persons'; that definition of 'ammunition', for them, has been law for years.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

Also, a projectile is not capable of being fired from any gun with deadly consequence without a case, powder, and primer.

Bullet in this case seems to be related to those 30 bullet banana clip bullets.

So, there is no restriction on ANY components till they are assembled together?
Are there any restrictions on producing/manufacturing ammo?

The way I read the legislation, reloading is not prohibited but...I would be very careful about reloading for someone else and then getting them to reimburse you for time and materials. If someone else purchases the materials and then the two of you assemble them, I would think you stay on the right side of the law. If you buy the materials, assemble them and then ask for payment, that might be construed as a sale that requires a background check. I would also think helping someone reload 50 or perhaps 100 rounds would not be problematic. Helping them load 1,000 might be another story.

These are my opinions. I'm not an attorney.
