Since I couldn't locate a Steyr Scout in 5.56... My local FFL suggested I look at the Mossberg MVP-LC in .223. I'd like to get opinions on the gun from fellow Calgunners before I buy one.

Don't know anything about it, so I'll give you my opinion.
Looks like a chassis gun and heavy. Not really a scout rifle.
If you like it though, that's what matters.
You could always buy a Ruger GSR in 5.56 if you want a scout:
Weird that Ruger doesn't offer the 5.56 with the synthetic stock. That would shave a pound off, and it's not like you need the weight to mitigate recoil.
As kind of a semi-left-field-option, the Ruger American Ranch Rifle is kinda interesting if you want a light, handy rifle:

The Steyr is a much nicer rifle... with a much nicer barreled action and a unique useful stock. Its a smooth and fast rifle to operate.
After getting a chance to shoot and do load dev for an MVP Varmint, I would pass on it if I was in your position... its just a run of the mill rifle wearing an aftermarket chassis.ExtremeXComment

I have an MVP Varmint it's very accurate, but it took a little bit for the bolt to break in and smooth out.
