I believe the OP is looking for an 80% receiver blank not a barrel blank.

LOL, I assumed he was looking for a BARREL blank since he mentioned 338 Lapua.
Nobody makes a 338 Lapua sized 700 receiver "blank" as 338 Lapuas are generally built on a 0.750" diameter bolt raceway and a 1.450" receiver diameter.
They only make them in the smaller 0.700" diameter bolt raceway models.

Here is one of the guys that used to sell blanks:

That guy had blanks available a couple years ago, but have not been available since then.

Action Blanks - Long & Short
I have been cutting and supplying action blanks for a number of years but have never actually posted my information here so I thought I would now.

Bolt Action Blanks - Long & Short

            Long Action Blanks - 9.25" X 1.5"
            Short Action Blanks - 8.25" X 1.5"

These blanks are for home action builders with a mill and lathe. They are Wire EDM cut from 1.5" USA made certified 17-4PH Stainless Steel Condition H1025 which is approx 38RC hardness.

The outside is turned true to the bore and will yield up to a 1.450 diameter action. The bolt way wire cut and will not require any additional work. It is very smooth with no wire marks

They are cut with a .700 - .701 bore and will work nicely with a Remington Bolt or a .6995" PTG bolt for a benchrest quality fit.

My standard bolt profile is shown below, but I can cut any profile that you want. I can also cut blanks from your material if you prefer something besides the material I keep in stock.

            Long Action $250.00
            Short Action $210.00

            Shipping $10.00 each

Am I correct in assuming that's a copy paste of something that Gary posted somewhere else?

I'm curious what operations need to be completed for these receivers to be fully functional.

From what I've read, a lot of mill and lathe time.

The blanks are just a round piece of material with a bolt bore and lug raceways.

You would need to bore the front end, cut the lug seats, cams and threads.
Then the ejection port and the loading port in the bottom.
                  Then the trigger mounting area.
Then the whole rear tang including the primary extraction cam.
                  Then all the screw holes.

Think of the blanks as being about 10% complete.

When in the process are the receivers heat treated?

The blanks should be pre-hard material.
The bolts are usually about 10 points harder than the receivers so they won't gall.

The blanks are already 38RC heat treated.
The idea is you can use tenon threads that are larger in diameter than the 1.062 you get from a factory Remington so the original poster will gain extra metal especially if he is building a 338 Lapua that is 0.590 diameter.
I don't want to put words in Gary's mouth but you could call him and ask if he would cut the Raceway to 0.750 if you feel it is necessary.
On the tang you can cut it pointy like a Remington or squared off like most custom actions your choice.
You can also make one into a drop port or micro port.

The post was on The Practical Machinist website but Gary is often times found on Benchrest Central as well.

You can cut these for either a left or right handed action. Because of the Remington anti-bind feature you just have to swap ends to make them left handed.

Gary will make you whatever "blank" you want but you need to know how to take the image posted above and make an action out of it. If you need to ask then you don't have the tools to do it.
weg: That device is obsolete now. They replaced it with wizards.
frank: Wait a minute. There are more than one wizard? Is [are?] the wizard calibrated?
