Welcome to the world of flat black firearms finishes. My Savage FP-10 in .308 does the same thing. Not one of my rifles that have a polished bolt does it. Flat black is cheap and quick to apply, which is why so many manufacturers use it today. That, along with the fact it's "Tacticool" and the Mall Ninja's lap it up like baby kittens to warm milk.
What you've got is similar to the brass dings that appear on every AR-15 brass deflector out there. Don't bother trying to clean it. You'll just be wasting your time. The next time you shoot it, it will come right back.
