its not state law that is the problem, you are right that the fixed-mag eliminates the AW issue, but it is the feds who feel that a VFG'ed handgun is an illegal AOW, unless properly registered.

Ha..ha..I read the wrong page thinking I was on the last one.
This post was in response to "CAN I BUY A STRIPPED PISTOL LOWER BY ITSELF".
It has probably already been answered, but I figure it can't hurt to cover it again.
You need to send the guy you are buying it from a lower parts kit, bullet button, pistol buffer tube kit, and single shot SLED type magazine and have him put it together for you before shipping it to your FFL.
Some FFLs require you to have the upper before they will transfer it to you. Some only need the lower to be assmbled with a bullet button and single shot magazine. Mine did not requie me to have the upper. If you search on Gunbroker for Red River Tactical Pistol Lower, that seller will assemble the lower for you for an additional $20 fee. It is a great lower, had a snugger fit on my CMMG upper than even my CMMG lowers. He does have a few without logos on the opposite side if you dont like the additional engravings.
There are other ways...I find the above the be the easiest. Nobody is gonna transfer just the lower, at least so I've been told.
So I would start by buying the SLED, the Pistol Buffer Tube Kit, the Bullet Button and the lower parts kit. Once you have those, email the guy you want to buy the stripped pistol lower from and confirm that if you send him those parts he will assemble it for you. That is what I found out when I bought my AR pistol. Most FFL's will only transfer as a complete single shot pistol. Anvil Arms sells complete pistol lowers California ready.. you just have to provide them your pistol upper for them to ship out as a complete pistol.Ha..ha..I read the wrong page thinking I was on the last one.
