Do these have to be sold as SSE?
If so, do they have to be kept single shot?

For mine they just put a wooden dowel in the magazine tube. I got it at Tracy Rifle & Pistol.

What keeps this from being labeled as an sbr, some it has what looks like a stock? Is it because the grip is so short it can't be shouldered?

The fact that the receiver is dros'd as a handgun.

Anyone know if you could lengthen the stock without turning it into a SBR? If so, how much? How about adding a 2 inch recoil pad? Still a SBR?

You must not shoulder it.
Thus, no point in adding a recoil pad.
