    LEO Handgun question.

    Say I have a friend who is a LEO.

    Can he buy a "OFF Safe Roster" handgun from a private citizen if the handgun has to be shipped (from Los Angeles to Sacramento).

    Or does he have to do a face to face transfer?

      "Safe" roster doesn't apply to LEOs at all. He can buy them from out of state.

          Most ffls with receive them(any non aw pistol) from any state for leos.
