Just watched a "Modern Marvel" episode on the bullet on History channel.. they were talking of a similar bullet. There is a hardened metal alloy down the center that will penetrate armor, yet completely go frangible when not hitting the hardened steel of armor... this is all summarizing and I am sure I am missing a lot of technical stuff but I watched it at 2 in the morning a week ago. Maybe check the History channel or history.com to see if you can watch foryourself.
