so is it true after Jan 1 we need a different card even if ours is not expired and will need to take a test again and pay another $25 ??

As long as your HSC card is current, you're ok. (Picked up my last SSE this Tue w/o any issues).

Yep. Your HSC is good for handguns for as long as it's valid, but for long guns (or any gun after your expires) you'll need the FSC.
