I don't have firsthand knowledge, but from reading the penal code, the manufacturer must submit 3 of the exact retail handguns for testing and pay for all tests conducted.

The renewal fee is $200, but it sounds like there is also an initial fee for testing which is much greater.

Keep in mind the likelihood of any new guns from the major manufactures meeting the the CA "safety" criteria in unlikely to ever happen due to the micro stamping requirement. Unless they abolish the roster, all we can hope for at this point is for manufacturers to not change anything they have on roster and keep renewing them.

When you initially submit a handgun for approval you have to pay the testing company. They have some but not unlimited ability to set their fee's. You must submit 3 examples of the handgun you want certified and provide magazines and 1000 rounds of ammo for each one. All 3 handguns are keep for future design verification and/or retesting. Assuming that the handgun passes you will pay a $200 fee for the listing and again every year to remain on the list.
