I agree that it shouldn't matter if the factory moves - but the DOJ apparently takes the position that any change in manufacturing, suppliers, specs, and so on creates "new model" that must be re-certified, which requires non-existent stamping technology. I'm not sure of the actual standard, but this is the way it seems to be applied in practice. The roster is, of course, not about "safety" but about banning guns.
