      I think you can have a 07 FFL like RG/OCF build an AR pistol SSE. The pistol would have never been semi auto to start with so it is exempt. Thats my understanding.

                Yes, but it is better if you use a water-soluble lubricant instead.

                  It is not a problem to SSE one now and, it will not be a problem in 2015. It will depend on if a given FFL wants to deal with it or not. It will probably be more expensive because some FFLs will buy special bolt action pistol uppers instead of pushing the whole straight pull bolt action thing.

                  As far as SAEing one goes, that could be possible with a custom made upper.

                    An thus the reason for my question. Conflicting reports. Not being in the legal field, I don't have the knowledge to pick out the workarounds as quickly and safely as others. Thanks CSACANNONEER for the info. That is the best answer I have gotten thus far. So it seems it would need to be converted to a bolt action

                        PWS also has a California option to manufacture their AR pistols in .223 and .300 BLK as single shot from their factory, with a bullet button and the sled pre-installed before it ships to the FFL. I'm not sure if that helps.
