Are the Glock 17 & 19 Gen 3 mags interchangable?

The 17 will fit in the 19 but because the 19's grip is shorter, it's mag will not seat in the 17

Not interchangeable, it goes large to small, 17 fits in 19 and 26, 19 fits a 26 and a 26 only fits a 26. Of course there will be a gap between grip and mag floor in these combinations.

Anyone make anything to slide over the 17 mag to make it blend better with the bottom of the 19s grip?.. sorta like what they did on the extended SHIELD mag.

yup. Sig has a similar sleeve to accommodate the extended 10 round magazine for the P220 .45 ACP.
