Some mini Draco help

My mini Draco came with the mag well block installed making it single shot, in order to stay CA legal must that block remain in place or can I use 10 round magazines? My FFL told me that it had to stay in place or it becomes an SBR, he did not really want to do the DROS on it and would have preferred to send it back but after some prodding he agreed though certainly not very happy about it.
I had been under the impression that it was legal with a 10 round mag and bullet button as long as I did not attempt to put a stock on it or a forward pistol grip.
The DOJ website seems to be pretty clear on this but my FFL guy now ahs me questioning my original thoughts.

nope. FUD. It was DROSd as a pistol. As long as you don't put a stock on it, you are good to go with 10rd mags.

FUD?? That is what I thought but the FFL 01 seemed really adamant about it.

No stock cause sbr, no forward grip cause aow, sb47 is still up in the air. 10 round mags with a bullet button is fine cause is is in line with this
