correct, CA CCW holders are HSC-exempt and are therefore also HSD-exempt.

So if the HSD is what prevents someone from buying a frame then CCW can buy a frame right?

You need to find an FFl or a friend with loose fitting slide and other parts designed to do frame transfers. Then you transfer in your slide they can assemble it and even SSE it, you do the HSD, then give them back the all the parts but the frame.

If true, that means the roster is moot for CCW holders as long as they can get the frame of a pistol. I suppose a gun can be detailed stripped and have the frame and parts shipped separately.

GOT IT, so it sounds like an FFL can do a PPT on a frame and provide a demo 1911 for the Handgun Safety Demo.

Within the bounds of the law they make exceptions for frames, historic antiques, and other guns you can't or won't want to perform a safe handling with. The FFL is permitted to use a different gun of the same battery of arms and type to perform the SH demonstration with.

We would do this for customers PPTing handgun frames and I remember doing this once for a woman who FFLed in one of Roy Rodger's actual nickle-plated revolvers. We just grabbed a Uberti Cattleman and did the demo.

Not all FFLs will be willing to do this so, so double check. If you and a buyer walk in a gun shop with a pistol frame I'm pretty sure they'll tell you right away if there's a problem.

How so? You still wouldn't be able to purchase a new frame that is off roster without doing SSE or PPT.

EDIT: I was under the impression that frames and receivers are in the same category as in not a handgun or long gun, whatever that category might be.

Yea, I was thinking about getting a 2011 frame for my last SSE, but not sure that it is worth all that hassle. I'd probably be better off just buying a 2011, but funds are getting low...

you could also buy an 80% without DROS, but they are only available in aluminum I think.

I stand corrected. Does not need to be the one being transferred as long as same make and model.
So possibly a bare Caspian frame could be substituted with a Caspian framed complete.
No law against a client bringing in his own same make and model and performing the safe handling with that.
