    Person-To-Person Transfer Of Off Roster Handgun

    Is it legal for two California residents to do a person-to-person transfer of a legally owned off-roster handgun (through an FFL)?

          roster dictates what new guns can be sold by dealers as - is in state

          has nothing to do with guns already owned by someone

          ways around the roster: buy out of state have shipped to an ffl here that will get them "in" via SAE or SSE

          Buy from another person within the state that already owns the gun


          thats abut it.....of course don't confuse "off roster" with guns that are illegally configured...yes those are also off the roster in that they are not on the roster...but their possession and/or transfer is not possible anyway.
