Yes, to legally accept the handgun, your Dad must have a valid HSC...unless he is still one of the excepted few (LEO, current military etc).

If the buddy is still able, he must take the gun to a FFL dealer. With your Dad present, they must both show photo ID and proof of residence. Your Dad will have to pay NO MORE than $35 in mandated fees for a Person-To-Person transfer (aka, PPT). The FFL will run BOTH parties through the NICS, and your Dad have to fill out and thumbprint the DROS (dealer record of sale) form.

If your Dad does not have a valid HSC, he can take the simple, common sense test prior to the transfer.

Wait 10 (ten) days from time of DROS, and your Dad can pick up his new heirloom.

But the traitor moves amongst those within the gate freely, his sly whispers rustling through all the alleys, heard in the very halls of government itself...A murderer is less to fear. The traitor is the plague."......Cicero

I was under the impression that a PPT transfer involved accepting the gun immediately after DROS.

no localguy PPT requires a 10 day wait, the only stuff that is exempt is operation of law or interfamilial transfers.

Its a shame he didn't give it to your dad before 1991, no paperwork or registration would have been required....
