Drosing xo26b question 2015

I'm looking at buying a ar pistol lower and considering the xo26b.
It's not a pistol but drosed as pistol? I figure I should get one of these anyhow but was wondering if they won't be able to Dros at the end of the year?

Under Federal laws...
The Franklin Armory XO-26b is a Title 1 Other.

Under CA laws...
The Franklin Armory XO-26b is a handgun.

Therefore...
ATF 4473 = Other
CA DROS = handgun
