Taurus Tracker paddle holster?

Just got off the phone with a very grumpy woman at the local PD (second time calling in 3 days) about using an IWB holster for carry in my kilt and she said that the gun has to be visible... which didn't leave me with any clear definition so pressing further, I asked if when the gun is in the holster if it is one unit and they said that the gun AND holster have to be visible.

Now, I have several options.

1) Stick it to the police and just carry on my chest.
2) Be more discreet and carry on the shoulder (same rig can carry chest or shoulder so if I ever go fishing....)
3) Get a paddle holster

See what legal quandaries that California has made for us law-abiding citizens? So freaking lame.

Anyone know where I can get a paddle holster for my Taurus Tracker? I have a Fobus one that will be shipped to me soon but yeah... that sucks.

Get a kilt belt and put a holster on it. I've worn my kilt with PD blouse and sam brown so a kilt belt with holster (get matching leather!!!) should look fine (if you're into kilts and open carry).
