I'm looking to buying the new .40 walther ppq. I want the navy tactical version however, with the threaded barrel is illegal. My question is with the navy version can I order it without the threaded barrel and is there a diference with the water resistant capabilities between the two?

There are differences on the Walther PPQ M2 Navy besides the threaded barrel such as drain holes to let water escape after submerged and a stronger striker spring. Also has special internal striker guides all to assist pushing any water out of the gun. It can be fired after being completely submerged without any issues. Hope this helps
. However you can only get it in 9mm. Not sure if anyone has sucessfully SSE'd one in California because of the threaded barrel. If you want a .40 s&W you only have 2 choices, 4" or 5".
