They would need to buy 80% and machine the frame, or be exempt from the Roster.

Frames are the serialized parts - they're the 'gun'. Unless the buyer is exempt from the Roster, a gun must run through SSE or the transfer must be exempt (PPT, intrafamilial), or the gun must be on the Roster.

There are no 'just frames' on the Roster.

I am sure that there are guy out there that can/will do it, but it becomes a roster issue (it is CA after all) there is something in the CA roster that states no bare receivers (that is assuming that I am remember correctly).

I know that I was looking for a caspian frame awhile back & was disappointed to say the least

You can't really PPT frames either: safe handling demonstration.

I was talking to a local ffl and they said the paperwork gives you three choices. Roster gun, SSE or bare frame.

            Really????

I would very much like to see a post of the paperwork here at Calguns! If these are indeed the three choices ... Then ... I want a frame!!!

I work at a major gun shop/gun range in Southern California, maybe I can help. With that said, nothing should be taken as proper legal advice, just thoughts and opinions.

The DROS menu has no option for the selling of frames as a dealer sale, but if your buddy wanted to PPT you a frame he could as the DROS menu has that option for a PPT (looking at it now). Somebody brought up the safe handling demonstration, which is no problem at all because the statute allows for the usage of a "like-model" firearm if the actual firearm cannot be used. We do this for when people PPT frames to each other or when we have a collectors edition gun that has never been cycled/turned.

I already know that I can PPT a frame from another Californian. Can I do an FFL transfer of a frame?

I thought doing so violated the so-called SAFE handgun act!

Take a look. Sorry I forgot to rotate them. If I'm barking up the wrong tree delete this thread.

Last I read, you were only supposed to use the exact same make and model for the safe handling demonstration.

Being an individual who certifies HSC Instructors, you can use a similar functioning firearm.
There is no requirement it has to be the actual transferring firearm. A Glock could be substituted for a Smith M&P. A Ruger LCR for a Smith 642.
