    AR pistol stripped lower SSE

    I have two AR pistols, one a 80% lower I built at a build party in 2011 (visiting family in Cali at the time) and the second one I registered as a pistol via BOF 4010A when I moved back to California a few months ago. I would like to make a 3rd pistol but since 80% lower parties are now deemed illegal by the ATF and SB808 now being proposed by that clown De Leon, is there anyway to buy as stripped lower and DROS it as SSE Pistol if the complete upper, sled, pistol buffer, and LPK supplied by customer prior to DROS? I knew Bright Spot Pawn was doing it a few years ago, but is anyone doing it now? I don't want to buy a mill in order to machine out one or two 80% lowers, and would rather have one that was registered as a pistol in case SB808 passes and opens a whole new can of worms just like the micro stamping issue that is now affecting us Cali gun owners.

    Nope, you can't do what you're suggesting.

    80% is not illegal, you just have to do some actual work yourself, which has always been the case.

      What you can do is ask the FFL if they will allow you to assemble the lower yourself prior to pick up.

        BATFE considers it manufacturing, so the CA FFL needs to be licensed as a Type 07-FFL.
        Bright Spot Pawn lost their FFL cause of that. (They got a new one under a different person and no longer do that.)


        Since you are in SoCal...
        Contact EBR Works in Newbury Park (Los Angeles County).
        They use to have a deal in which you could buy an dimensionally compliant single-shot AR pistol and, after it is transferred (4473/DROS/10 day wait) to you, you could then sell them back the parts (you keep the complete lower receiver).

            Great; the more I stay in California the more it frustrates me. When I was a Florida resident I just went to a FFL, bought a lower, and assembled whatever I want to include my S&W AR pistol (except SBR)

            I will contact EBR Works and see what kind of deal I can make. I want a AR pistol with an 11.5" barrel.

              You can talk to Michael at EBR Works but pretty sure he stopped building AR pistols.

                  Ed's Tactical was doing this a few months ago with their complete pistol lowers. You supplied the upper. I think they are closer to you.
