My local FFL takes the position that the other guy has to go first. I.e, *after* my FFL receives the other one's info, *then* he'll send his and get on with the transaction. Recently, on a transfer coming in from out of state, this led to a pissing contest, with neither FFL wanting to go first.
The other guy relented, thank God.
So now I'm working on a transfer from SoCal up here to NorCal. The SoCal FFL says the (new?) CA procedure requires the receiving FFL to go first. True?
I really don't want to have this discussion with him again, but if I had some law or regs or something to back me up, I'm sure he'd do it.
