    Building Handgun from Kit

    I looked at CA Firearms Laws and could not find Language that forbids Building or Assembly of a Handgun from legally purchased parts or Kits. The Law says "manufacture for sale", and uses "commercial manufacture" but nothing about as a "Personal Hobby". What did I miss? If not specifically mentioned in Law, then it is not illegal. Sorry if this has been covered already, some times I think too much "Easy Fit Kits" from;

    Premium 1911 and modern handguns, match-grade parts, and expert gunsmithing. Authorized FFL dealer.

    Yes, it’s legal, but a finished receiver is also legally a firearm. A handgun can only be certified as “not unsafe” for importation or sale in its assembled form, so “kits” may only be obtained through private-party transfers from personal importers or exempt individuals.

    The alternative is to buy a cheap approved or exempt handgun and go from there.

      You can get 80% 1911 receivers and jigs to do you'r own build.But unless you plan on building many guns it's not very cost effective.

        What if you already have access to a machine shop? Too bad universities don't allow firearms on campus, that would make a killer mechanical design project

          In CA, a stripped handgun receiver is a "handgun". Under Federal law, a stripped handgun receiver is a "firearm". DOJ will not allow you to import and register a non-roster handgun, be it an assembled handgun or a stripped receiver.

              There are two ways to build up a handgun from parts. I've done them both.

              1. Buy a complete frame from a private party (they are either exempt from the drop list, they bought it before 2000, or they imported it into the state when they moved here). Purchase the remaining parts and build it up like normal.

              2. Buy a non-firearm frame (ie: <80% complete frame), finish the cuts yourself, serialize it, and build it within the specifications required for a single-shot exempt pistol (bbl over 6", oal 10.5" or greater, single-shot), and then register it with DOJ. After you built it to the single-shot exempt state, then convert it to semi-auto.

                    I copy your good info. Would the receivers offered by Fusion qualify as "Bare?"

                        I was gonna say that I have personally dropped my stripped receivers and frames lots of times and they have never gone BANG!

                              The kits offered by Fusion Firearms are 100% complete frames, and are techniclaly a firearm.

                              They require an FFL to buy, and are not importable unless the purchaser is an exempt party.

                              A non-firearm frame would be a 1911 frame which has no holes cut, and/or the rails uncut. It does not require an FFL to transfer.
